Have ever seen an error with "CiceroUIWndFrame" in the title when you shut down applications or even Windows itself? Ever wonder what CiceroUIWndFrame is and why it's causing all this trouble?
Seeing CiceroUIWndFrame is a dead giveaway that you have installed the speech and handwriting recognition subsystem of Microsoft Office XP (or Office XP did it for you). If you don't need this functionality, removing it will solve your crashing and shutdown issues.
In the Control Panel, select Add/Remove Programs and click on Microsoft Office. Next, click on Change to launch the Office maintenance utility. Under Under Office Shared Features look for Alternative User Input. Set the entries for both Speech and Handwriting Recognition to Not Available, and your problems are solved.
